Secret. Foreign Office are not aware that

the Tuchun of Yunnan is receiving any special support from the French Government in connection with the present disorders in China. This refers to your cypher telegram of the 5th of July in regard to Tang Chi Yao's request for British support. His Majesty's Government have not altered their opinion that there should not be any deviation on the part of the foreign Powers from

their attitude of neutrality in Chinese internal politics; unless and until there is such a threatening development of the situation that there are no other means of protecting the

lives and property of their nationals than by

armed intervention.
